In Australia, funding for podiatry services in residential aged care facilities is primarily supported through a combination of the AN-ACC, Medicare, and, in some cases, private health insurance. However, there are limitations and gaps in coverage, meaning aged care facilities often need to manage how these services are provided and funded.
This is the main funding model used to allocate subsidies to aged care facilities based on the care needs of residents. However, AN-ACC does not directly fund podiatry services as a standalone service. Instead, podiatry can be included in the broader “complex healthcare” needs category, which may cover some specialised medical services, including wound care provided by podiatrists.
As with the general population, residents in aged care facilities may be eligible for Medicare-funded podiatry services through the Chronic Disease Management (CDM) Plan. This allows for up to five subsidised visits per year to a podiatrist, but it is limited and often insufficient to cover the frequent or ongoing care many aged care residents require. A referral from a GP is needed to access this subsidy.
Some residents may have private health insurance that covers podiatry as part of their extras policies. Depending on the level of coverage, this can supplement the costs not covered by Medicare or AN-ACC, but this depends on the individual resident’s insurance plan.
In practice, aged care facilities may contract external podiatry services or employ podiatrists to ensure regular foot care for residents, especially those with high needs like diabetics or those at risk of falls. The costs of these services, not fully covered by government funding, are often passed on to the residents or included in their care fees.
